Can you provide your forum URL and a test account?
Usually the editor not working means that JavaScript is disabled or a JavaScript library is conflicting with MyBB's JavaScript files. But in your case, it looks like the editor tried to load (see the Font and Text Size) but couldn't quite finish it, which leads me to the conclusion your internet connection just sucks.

ok it probably is my internet connection ...... also i tried using a WYSIWYG editor and it wont show

If you can provide me with a test account, I could confirm if it is your internet connection or not. But I'm almost sure that's the issue, there was an identical thread a few days ago:
