...hello sirs, I would like to have ShoutBox in an uncollapsed view permanently as much as possible so that my members wouldn't get its attention immediately upon entering the site like the one in the picture

...additionally, I would like to put the pop up shoutbox link in the navigation tools too so that only those who really wish to use the shoutbox would go there and not disturb those members who prefers posting in the threads more

if you remove shoutbox code line (eg. {myshoutbox} OR {$myshoutbox}) from index template / header
template then it doesn't appear on any of pages. you can use a link for getting the pop-up window to use it..
