everything is uploaded but i cnt install

You haven't uploaded the files to the right folder.

i have uploaded files in to /public_html/forum

Edit: Just recommend you to switch from 000webhost as early as possible. Its worst free host. P.S. most free hosts doesn't run .php files quite well.
