Is there a plugin or modification that enforces the COPPA law to all who must comply on registration?

It's a core feature.

ACP>Configuration>User Registration and Profile Options>COPPA Compliance

Ah good answer, but it denies the user no matter what to registry. I want it so they register, but don't get the activation email until an admin allows the email to send. In the meanwhile,m there will be a message saying they must comply.
