not sure if it's possible without a plugin but I'm trying to restrict anyone from posting within the classifieds section of my forum with less than 25 posts. I did not see an option to do this when going through the forum settings, so I assume it's not possible or I'm missing that option.
does that mean you do not want to install a plugin for the purpose ..

it doesn't matter to me, really. if it's possible without a plugin, I'd prefer that, but if it's not, and there's a plugin available, I'll use it. I'll also make edits if that's possible, too.
You could make a secondary usergroup where the users get promoted at 25 posts. Then only that usergroup (and mods etc) can post in the classified forum.
