I can't find the enable/disable toggle for hotlink protection and it seems that attached images are protected.
Is there a way to make attached images "linkable"?

There is no hotlink protection in MyBB.

It has to do with the permissions for downloading attachments. Just make sure guests can download them.

IMO there should be a separate permission setting for image attachments.

For example - this image should appear here but does not.

Yes, as brad-t said, you need to allow guests to view attachments. When I try and view the attachment I just get the no permissions page.
