MyBB: 1.8.10
Php: 5.4.45
MySQL: 5.6.28

This is a new install.
Permissions are default (posting is granted to registered users).
I cannot see the "Post Thread" button.

It looks like all the javascript files are present (I even re-uploaded in case of missing files)

The Post Thread button is there and can be seen in your forum "Government Control" it does not appear however in "Proxifm - What is it" because you've set that forum as a Category. Go to your AdminCP and change that forum from Category to a Forum.
