1.10 Announcements Rewrite

Hi,

I know this was planned for 2.0 but it would be nice to have it in 1.10 if possible. We should allow users to reply directly on announcement topics, a moderation tool to set threads to either section announcements which you would then be take to a page to select sections or to a global announcement which shows everywhere.

The current announcements system could be removed and a per-topic flag for making a topic global added.

Edit: The only problem with this is that announcements, if I recall, treat forums like tags while topics can only be in one forum at once.

I do, I use to use it to display a Spoiler Policy announcement. It's also used here to display support related stuff.
