That page is handled by their hosting provider (or perhaps they just use them as a reverse proxy), BlazingFast. There are other services such as Cloudflare that allow you to style their verification page too.

I do not want cloudflare. I want to do my page. Like Nulledb

Be yourself man but they use BlazingFast and I think you need to pay and BlazingFast doesn't use a custom page by default so you need to get support from them. You can also do the same with CloudFlare like HackForums does it.
