I can't confirm this bug report. Translating the settings and setting group via language files works fine in 1.8.18.

To summarize the problem briefly;
When your forum language is Turkish or another language, the forum settings section was automatically translated into that language. However, in this version, whatever your forum language is, the forum settings remain in English.

I didn't have this problem in earlier versions.

I want to explain with an example;

After upgrading from MyBB version 1.8.16 to MyBB version 1.8.17, the language of the forum settings did not change and remained the same. However, when I update to this version, the forum settings part is changing in English.

Hi,

I found a solution for myself.  inc/languages/english (- turkish or another language)/admin/config_settings.lang.php
I added the missing language lines in the file, and made the translation. I solved the problem this way.
