After deleting non-essential plugins and languages
plugins page can not be displayed .

have you deactivated (and uninstalled) plugins before deleting them from files server ?

List all the files inside ./inc/plugins/.

I'm pretty sure that line of text at the top with weird squiggles and "inc/plugins" in bold is a PHP error.
