no. it is not hacked.
assuming that you can login to forum admin panel, try lowering GZip compression level or disable it

admin panel >> configuration >> Server and Optimization Options >> Use GZip Page Compression?

I faced same issue, i am on latest mybb release 1.8.7. After enabling gzip i get same weird page (non unicode garbage text)

why so! i tested on all latest browsers ,chrome,firefox,internet explorer (compression level is set to default '4')

EDIT: My webhost supports gzip

Are you using cloudflare along with your forum?

Nop, no CF

Also, tried this with no success i.e same garbage screen gtmetrix.com/enable-gzip-compression.html [.htaccess code]

Your server has GZIP enabled as well as the software's gzip. Disable MyBB's GZIP option as it isn't needed in this case.
