I want to enable mod rewrite in my forum also some develop my forum theme.

If you hosting provider supports mod_rewrite just rename htaccess.txt to .htaccess and will work fine. And for develop your forum theme good luck finding a free volunteer(its hard to find free volunteer for theming).
