Is there a plugin for this? seems like it's something being abused on my forum

Try Stopforumspam inside MyBB admin panel, it can do some spam prevention.
Also you can block proxies with cloudflare if you use that. (I generally use .htaccess to block iP ranges).

I do have cloudflare. And it isn't from spamming, its from members who aren't allowed to be on my forum just get on VPN and sign up and act new
