It's just not something we've been able to implement yet - 1.9 has an all new responsive theme.

It's not that it's hard, and there are responsive themes available, it's just not something we've retrofitted into an outdated template system, instead we waited until we could rebuild the theme. We don't have a fixed release date for 1.9 at the moment.

MyBB has always included RTL support as far as I'm aware. RTL is enabled via language packs, and the theme can then be styled to support that.
