IS their a way to show Important (Stickied) threads on every Page of threads (Sort of similar to VB the way it has stickies on every page) Or would I have to request a plugin for it?

If you set them as an announcement they show on every page. You can do this in the ModCP.

That's correct. If you make an annoucemnet they'll show under every forum

Yes but if they are announcements then You cant post replies in them. I wanted to know can i make them on all pages?

Announcements will show on all pages, just can't reply in them.
