How Can I Do a Navigation bar like the ones one Support Forums?

I suggest to use tools like FireBug for firefox or "Inspect item" in Google Chrome. For both, right click on the element you want to understand how it's made (in your case, on the navigation bar here in this support forum) and then "Analyze item -or Inspect item-". You'll able to view the html source and the css source.

That is one of the best way to understand how to do a certain thing or to understand better html and css. But obviously you need html and css basics first.
