It'll be 4 if he/she get's all of those + the admin. Not a great combination, but I can't really comment, I have quite a big staff team,we do have almost 15,000 posts though.

I agree, there is no need for that much staff when you have just over 70 posts.

Get some more activity and members before you get staff. My forum has 3,200 posts and I run it completely by myself.
