For non-response themes there are mobile plugins and there is tapatalk.
There are oh so many forums out there that are not responsive. I don't think it restricts people from using that forum either way. I don't think it's a wast of time.. Atleast not for everyone.

For me (my own opinion) the best way to make something responsive is using HTML5 and media queries. If you want to use media queries and HTML5 in the current version of MyBB, you need to replace all the tables with divs or the correct tag, making all the plugins useless (I mean, you can still use a plugin but you need to re-do all the HTML structure of it).
Also, the amount of work is insane.
Like I said before, a lot of people use their phones to browse the internet, I'm not the case.
Of course, you have apps like tapatalk, but the process of this apps in order to install it and make it work is annoing.
I repeat, I'm not saying is useless, but FOR ME is not worth it.
