[How To?] Give Goup Leaders the Ability to add Members to their Group as primary

I am pretty sure I missed that in the configuration and I dont know how to fix it:

Group leaders work fine and can add members to their groups. But this group does not become their primary. Is there any way I can change that without going into the acp? Give group leaders / mods / users the ability to change their primary?
