[How To?] How to use Content Delivery Network (CDN) ?

I find CDN on ACP , but i dont know how to use it .
Is that insert all the Stylesheets, JavaScript and Images urls to the first coloum ?

And the "Path to store static files" , should i need to create a new folder at my public html ?
