./uploads and everything inside that folder have been set to 777


Edit: found this in error_log

[22-Jan-2015 20:56:38 America/Chicago] PHP Parse error: syntax error, unexpected 'handle' (T_STRING), expecting variable (T_VARIABLE) or '$' in /home/alliance/public_html/forums/inc/functions.php on line 7184

Web hosting company restarted apache and terminated all the processes on my account and it seems to have fixed the issue.
