It's actually not as hard as you think. Simply run the following query (the prefix mybb_ may differ):

UPDATE mybb_reportedreasons SET appliesto = '', extra = 0 WHERE rid = 1;

Then ACP > Tools & Maintenance > Cache Manager

Rebuild reportreasons.
