It could be useful. There is a setting called "Allow Buddy-Only Messaging?" that only allows you to PM someone if they are on your buddy list.
Actually i think it works the other way around you can only recive pms from your buddies else how could you pm a admin unless they are on your buddie list. I've not tried it so i'm not sure how it works.
