I know there's an option to "force" a theme on everyone, but does that mean it only does it to everyone and then they may change the theme again? Or once you force it on them they're unable to change the theme via their user cp?

users can change the theme again ! if you do not want that to happen then
you can edit theme properties & select which user groups can use the theme

^ click on the theme in admin panel --> themes ; stylesheets are listed - below that you can see
edit theme properties ; there is a setting for Allowed User Groups with information ...
