[How To?] Get or Use Verification tools on Registration.. Take a look!!

This is a second post.. Because the first post is in wrong section..

To the point:
I would like to ask, How to get or make a tool which user has to download it and input their desire username upon registration to get a verification code..

Example: http://www.juzdota.com/serverid/ <-- the website require user to download a tool and input his username in it to generate verification code.. At the same time, It also prevent multiple account to be registered in a same computer..

I personally don't mind about multiple account to be registered in a same computer..

I have plan before to use the tool from that website but i don't know how to make a registration system like them.. anyone can help? will do anything for it..

By the way, if anyone has such tool, i don't mind buying it..
