Plugin for PMs

I need a plugin for my forum that allows me to check members PM as i beleive a member on my forum is PMing my members I know for a fact this member has PM one member as he told me

So if there is a plugin for this could you let me know

Could you explain what you mean by

Open the file inside /inc/plugins
Find the following,
14*
Change to,
16*

I have already done that but it dose not show any where in the ACP apart from the Plugin section.
