Hide menu links from users?

I've already seen the plug-in ones so please don't post them. Here's what I'm trying to do.

So I took the User CP and log out links out of the header_welcomeblock_member template and would like to post them somewhere else. Now the reason I can't use plug ins is because I'm developing a theme that I plan to release so I want it to work if the users don't have that plug in. Is there any way this can be accomplished?

Who do you want to show the links to? There are different welcomeblock templates for guests, registered users, and the administrators.

I'm trying to hide links from guests sorry for not making my self clear. I took the UCP links out of the welcome block for members.

The main thing I want is so when a guest logs in he can see the UCP and Log Out link else where other then just the Member block panel.
