Changes in Admin CP not taking effect on my forum

My forums are getting bombed with Spam, and whenever I try to adjust settings in the Admin CP to make it so I have to approve members or just to take the forums down while I cleanup the Spam the changes update in the Panel but not on the forums. Just recently to test I choose the option to bring the board offline under the "Board Online / Offline" setting. I then went back to the board and logged out and it was still up, and I thought maybe it was just remembering my ip but then the forums got more spam. I don't know what to do please help.

Does your settings file and configuration file have the correct CHMOD permissions? Should be 666.

CHMOD ./inc/settings.php to 666 and save the settings again in the Admin CP. If that doesn't work, delete the file and MyBB will attempt to regenerate a fresh copy from the values that are in the database.
