Attatchment box not showing up?

hi guys, ok a while ago i did summit so i could choose what forums would show the attatchment box for posts/replys etc.

I did it so it would only show up in "pics" forum, but now i want to do it so all forums show the attatchment box for a new thread or reply, problem is i cant remember how or what i changed!

any ideas ?
