Not easily, no. This is a very simple task and what you're asking for is rather complex.

Just curious in what situation this would be useful.
What if you have a busy forum, then alot of threads would be stickied and they would build up over several pages, making them being stickied useless.

It keeps popular threads at the top of the forum. phpBB has a similar plugin IIRC. You can change the view/reply amount.
