Forum Leader

Could someone point me in the right direction on how I'd go about doing this.
What I'm after is adding a new field to the forum settings where each forum can be assigned 1 forum leader. I will be be defining the admin permissions for that particular user so they can only view and change forums settings.
The only thing is, I'm thinking of using conditionals so they can only edit the forum they are assigned to as a forum leader, so they can only change that particular forum settings, adding moderators for that forum etc etc.
Would this be feasible?
Would this have to be a plug in?
