I use 1.8 and after installing it, it won't allow me to view my forums. It says, in Chrome, 'The webpage is not available'.

It could be a host issue because that sounds like a server problem.

Yea, if it was anything related to the plugin, you should still be able to see your forum. (or a page saying error from sql)

I get this: "Error code: ERR_CONTENT_DECODING_FAILED"

I have tried it in both Chrome and IE. I don't know what kind of server problem could cause that.

Maybe it isn't PHP 5.6.2 friendly? Everything works fine until I active it. Maybe there's a conflict?
