It is a javascript issue. The fix-
Open the file /inc/plugins/wysiwyg.php in a text editor.
Find this line:

$page = str_replace("<script type=\"text/javascript\" src=\"jscripts/editor.js?ver=1603\"></script>", $new, $page);

Add a new line below the above line with the following:

$page = str_replace("<script type=\"text/javascript\" src=\"jscripts/editor.js?ver=1609\"></script>", $new, $page);

Profit!

ive got the same problem , it only works in quick reply but ive tried this fix and still the same i even tried changing this bit "ver=1609" to ver=1612 as i`m using 1.6.12
