[Security] How do I stop these Spammers?

There's this one person who keeps spamming my site and won't stop I keep IP Banning him and Deleting his accounts but he's using a proxy or keeps changing his IP.
I Have Installed two Plugins that supposed to help stop spam but their not working the Plugins are "Report Spammers to Stopforumspam.com" and "

Also, try using proxy blockers.

Edit: it has an option to block everyone from China and Russia, works great for spam.

Actually checkbox or normal spam protection plugin won't work as a real guy is spamming on his forum, not bots.

They're bots. Check your Apache logs, it's most likely XRumer which is easily taken care of by Fassim.

Here's an example of what XRumer's automated registration looks like in your logs:
