[How To?] Thread UP'ing limiting -- Sorting by last post in thread

Hello,

is there a plugin or a fix for issues relating to forum-markets. Meaning that, people are selling or buying something, then writing "UP" to make their topic stand before the others. Currently I know that there is a option, to sort threads by their original date.. But is there a method to still have the UP'ing method, but that it can be made after certain time period.

So if somebody wants to sell their car. And it doesn't sell. But somebody is posting inside that thread.. it wont go before others, until 3 days have past?
