I don't know the methods lol. I just said, where did you found this, so we could check and maybe see the html code trough the browser.

By the looks of it, it uses tables for each group. What you do to get two on a line and then start a new row at the correct time is having a variable in a while loop. Then you'd do something like this:
$counter = 0
while($moderator = $db->fetch_array($query))
{
if($counter %2 == 0)
{
// evaluate a template or assign a variable that starts a new row
}
else
{
// do a normal table cell
}
++$counter;
}
