Guys how to limit emails to 200 messages per hour 2000 messages per day?

Please enter the number of mass mailings to run per page.

Set that to 200.

Then go to the task manager and change the mass mail task to run it ever 2 hours. This will do 200 every 2 hours which will get them out in 24 hours.

Mass mail Automatically sends any queued mass mailings every 15 minutes so I do this:

Per Page: *
Please enter the number of mass mailings to run per page: 25.

Then it will be equal to 100 emails per hour! Until 1200 users I should be OK! And I leave another 100 to internal emails.

Set that to 200. Then go to the task manager and Maill Mail setting you will have to edit for every hour.
