Its made by Yaldaram and its for his own use. You can ask him if he is ready to sell. You can hire a designer for 50-60$ to make a good theme. But if you want all of the animations and stuff of XF it can go till a 100$.

For a moment, I thought Yaldaram changed his forum software lol.

As Bala said, you can hire a designer to design a good theme or ask Yaldaram if he is willing to sell a copy of his theme OR design a very similar theme.
