So as the title says, see this, everytime i reload my forum page, the scroll bar gets like this http://prntscr.com/2oism3 it's black and when i hover to it, it comes to it's normal colors which is http://prntscr.com/2oisy2 and on hovering this http://prntscr.com/2oitzl i know a solution to it and that is having only 1 color but i want both so help me with the code
