Theme problem

Hi all

I'm having a problem changing themes. The themes have been installed correctly, but when the theme is changed in the user CP the index page doesn't change. The index page only displayes the default theme even if the user has opted to use a different theme. Is this meant to happen? If so what can i do to change this?
