Can moderators of a single forum moderate posts outsitde their forum?

We have it set so a user's first three posts are moderated.

I have set up a moderator for a single forum, but I do not want him allowing or denying posts outside his forum.

Is this the way it is by default, or do I need to do something specific to get this functionality?

Admin CP->Users->Groups->Make sure Is Super Moderator is not checked.
