Insert collapsing menu

Hello guys,
I'm having some troubles understanding how to add a particular collapsing menu up of header.
For e.g. I'd like to add before all my forum (so on top of all) a menu such as the one that you can find on Bukkit.org or on Curse Sites. Indeed I want make something like that, inserting a collapsing menu to add different sites of my network. Can someone help me or just link here other discussions that are about this problem?

Which menu? The site switcher at the top left or the member login panel?
