Editing Portal Page

Hello people, 
Im sure this is an easy question and most likely has been asked before (i just cant find a valid explanation)
I just need to know how to add stuff to the portal page , using mybb1.8 they have latest posts to the right and to the left some other things like whos online etc, the center is blank and looks really dull , im asking , how can i add say an image with writing under it and have a header bar abobe it so it blends in .

at present no plugin is available for portal functionality of MyBB 1.8

however, in Portal Settings, there is a setting for Forums to pull announcements from
select all forums or required forums for it and see the result on the portal page.

where is portal settings ? you mean via the acp or portal.php ?
