Changing Width of Bar Where it Says Welcome Back

I have managed to change the actual forum width but it isn't affecting the bar where it says Welcome back. Can someone please tell me where I might find that, please and thank you.

Edit #panel .upper in global.css. Add your width to it.

Remember that you can inspect the element in most browsers to find out its class.
