Error Running Upgrade Script

I am doing a test upgrade from 1.6.14 to 1.8.0 on my local host. When I run the "install" the following error occurs (see pic). This is probably just something easy but I'm missing something I guess...any suggestions?

you should be logged into your forum as an administrator to run upgrade system
