Float menu bar at the top above page contents

Hello,

I'm wondering if anyone can help me with keeping my welcome bar at the top of the page, floating over the sites contents. So when a user scrolls the bar will always be at the top of the page and the site essentially scrolls behind the bar. If you look at the site you will see the bar at the top of the page.

In short, position: fixed; CSS needs to be applied to the .topmenulogin div. You need to edit the global.css stylesheet to achieve this.
