well,
in general, we can have 10 posts on each page. which post to put in quotes on the quick reply !

unless we specify, quick reply is response to the thread starter (reply to the first post)
repeating first post of the topic with every quick post adds to the clutter on the page.

AND we do have multi-quote button for the posts. it can be also used to quote a single post.

Anyways, the post is quoted if you use the "Reply" button in posts. If you use the "New Reply" button in the thread then what Destroy666 said. There is an multiquote function for that.

Everything works as expected.

Adding this is not feasible.
