[How To?] Adding a CSS framework

Hello I want to know how I can add a border around the site as a forum for example here, I posted a picture for example

I could not add the frame (border) in the CSS of the site, was 1.6 in such a gray border and a 1.8 does not exist in global.css I searched and did not find the function underpass

From the looks of screenshot, you're talking about either:
a) background - should be added to #content in global.css
b) shadow - should be added to .wrapper in global.css
Which one is it?
