Is it possible that users have to give a comment if they give a reputation to another user?
So they cannot simply give a point without telling what's the reason for the point(s)?
thats how it works already... a member cannot give reputation to another member from the profile page without adding a comment... however, if a member gives reputation for another member from a post, he need not give a comment because it already understood that he got the rep point for that post...
